The clitoris forms from the same tissues that become the glans and shaft of the penis, and this shared embryonic origin makes these two organs homologous different versions of the same structure. The urogenital sinus persists as the vestibule of the vagina , the two urogenital folds form the labia minora, and the labioscrotal swellings enlarge to form the labia majora, completing the female genitalia.
